Hi Daniel,
Yes there is - it's quite easy.
When you "Choose Segment Type", pick the option "Segment List Members & Campaign Recipients" and hit "Save & Build Segment"
Then in the "Build Your Segment" screen do the following:
1. Click the Add List Rule button. Select the list(s) of subscribers you are considering mailing to.
2. Click the Add Campaign Rule button. Select the previous campaign(s) whose recipients you want to suppress.
3. Click on the OR button between the two times. The first time it will become AND, the second time it will become EXCLUDE.
Now save and run your query. The list(s) you selected will have all recipients of the campaign(s) you selected excluded from them in your result set.

Not only did VR's product managers and engineers work hard on this release, even my MacBook Pro made a significant sacrifice...
Like many VR feature upgrades, we started the release process in the evening after we had all gone home. In this situation we use often use AOL Instant Messenger "group chat" for communicating details about each engineer's progress in release tasks. Since releases can be slow and tedious, and more importantly because VR is an extremely funny place to work, the conversations often get off-topic while we're waiting for one step or another to be completed.
In this case we had somehow gotten into a digression about the distinction between skirts and kilts. Before Jonathan Clay (my boss, VR's VP of Engineering) chatted an extremely funny off-color comment about kilts, he forgot to ask "hey Nick, do you have a mouth full of Sierra Nevada Pale Ale?"
As it turns out I did, and in response to Jonathan's comment some of it traveled nasally onto my MacBook's keyboard - leaving the letter 'o', the number '9', and the right and down arrows non-functional. I had to perform much of the last three hours of the release without the help of those keys, which was no mean feat! (Unix users out there will understand when I say how thankful I was that the up arrow key still worked.)
Before the noisy "People for the Ethical Treatment of Laptops" lobby gets up in arms, you'll be happy to know that my MacBook is on its way to lappy hospital to get better. However, it won't be a happy lappy when it gets back and finds the 24" iMac that took its place ;-)
